Located in Stonewall, Oklahoma, the SCS-Upper Clear Boggy Creek Site-48 is a state-owned earth dam designed by the USDA NRCS in 1970 for flood risk reduction along Owl Creek. Standing at a height of 32 feet with a length of 1500 feet, the dam has a storage capacity of 766 acre-feet and a surface area of 15 acres. With a controlled spillway and a low hazard potential, the dam serves the primary purpose of flood risk reduction in the Pontotoc County area.

Managed by the Oklahoma Water Resources Board (OWRB), the dam is regulated, permitted, inspected, and enforced by the state agency to ensure its structural integrity and safety. Although last inspected in 1980, the dam's condition assessment is currently not rated, and there is no Emergency Action Plan (EAP) prepared.
