Toronto Dam, located in Woodson County, Kansas, is a gravity dam on the Verdigris River primarily designed for flood risk reduction, with additional benefits for water supply. Constructed in 1960 by the US Army Corps of Engineers, the dam stands at 90 feet in height and has a storage capacity of 318,900 acre-feet. The dam's controlled spillway, with a width of 376 feet, serves as a critical component in managing floodwaters and protecting downstream communities such as Coyville, Altoona, Neodesha, and Coffeyville from potential inundation.

Despite a high hazard potential rating, a 2018 risk assessment classified Toronto Dam's risk as low, with identified risks including overflow during extreme floods and foundation erosion. To mitigate these risks, USACE implements various risk management measures, including routine inspections, emergency preparedness measures, and continuous monitoring of dam conditions. Additionally, the dam is equipped with instrumentation and monitoring systems to promptly detect and address any changes in its structural integrity, ensuring the safety of surrounding communities and the efficient operation of the dam.
