Keystone Dam, also known as Keystone Lake, is a gravity dam located on the Arkansas River in Sand Springs, Oklahoma.

Completed in 1964, this federal-owned structure serves multiple purposes, including flood risk reduction, hydroelectric power generation, recreation, and water supply. With a height of 121 feet and a length of 4600 feet, Keystone Dam has a storage capacity of 1,672,613 acre-feet and a maximum discharge of 939,000 cubic feet per second.
Despite its high hazard potential, Keystone Dam is managed by the US Army Corps of Engineers (USACE) through various risk management measures. A risk assessment conducted in 2018 classified the dam's risk as high, primarily due to the large populations residing downstream that could be impacted in the event of a failure. To mitigate this risk, USACE is actively working on a dam safety modification study, conducting emergency exercises with local responders, updating the Emergency Action Plan, and maintaining strict monitoring and inspection protocols to ensure the dam's integrity.
In the event of a catastrophic failure, the downstream areas, including Sand Springs, Tulsa, Jenks, Bixby, Muskogee, and other communities along the Arkansas River, could face devastating flooding. However, through ongoing risk management efforts and proactive measures, USACE aims to minimize the potential impacts and ensure the safety of the surrounding communities.
