Cold Springs, also known as C-4, is a federal-owned dam located in Umatilla, Oregon, along the Umatilla River. Built in 1907 for irrigation purposes, this earth dam stands at 100 feet high and has a storage capacity of 60,070 acre-feet. With a normal storage capacity of 50,000 acre-feet and a maximum discharge of 6,600 cubic feet per second, Cold Springs plays a crucial role in providing water resources for the region.

Managed by the Bureau of Reclamation, Cold Springs underwent significant modifications in 1996 to improve its foundation, hydraulic, seismic, and structural components. Despite having a high hazard potential, the dam's condition assessment is currently marked as "Not Available." Emergency Action Plans have been prepared for the dam, with the last revision in May 2020.
