East Cellers 9-499-4, located in Weston County, Wyoming, is a Federal-owned dam constructed in 1949 by the USDA Forest Service for fire protection, stock, and small fish pond purposes. The dam, standing at a height of 23 feet with a structural height of 28 feet, is primarily an earth dam with a buttress core type, built on soil foundations along the O'Keefe Draw river.
