Simplot Hermiston #2 (Lagoon), also known as Sparks Lagoon in Echo, Oregon, is a privately owned water resource structure designed by SCM Consultants. Completed in 2002, this earth dam stands at a height of 32 feet and has a storage capacity of 353 acre-feet. Situated off-channel in Umatilla County, this lagoon serves a primary purpose of "Other" and is regulated by the Oregon Water Resources Department.

With a low hazard potential and a moderate risk assessment rating, Simplot Hermiston #2 poses no immediate danger but requires regular inspections, with the last one conducted in March 2018. The dam features an uncontrolled spillway and has not been modified since its construction. Despite its earth construction, the dam's condition has not been officially assessed, indicating a need for further evaluation to ensure its long-term structural integrity.
