Frd No 4, also known as Little Delaware Mission Cr WS Dam 4, is a locally owned water structure located in Horton, Kansas. Completed in 1968, this earth dam stands at a height of 28 feet and serves primarily for flood risk reduction along Otter Creek. With a storage capacity of 510 acre-feet and a normal storage of 80 acre-feet, this dam covers a surface area of 16 acres and has a drainage area of 1.37 square miles.

Managed by the Kansas Department of Agriculture, Frd No 4 has a low hazard potential and a moderate risk assessment rating. Despite its age, the dam has not been rated for its condition, and its last inspection was conducted in July 2017. With an uncontrolled spillway type and no outlet gates, this structure plays a crucial role in mitigating flood risks in the area. While it may not be a high-risk dam, regular inspections and maintenance are still necessary to ensure its continued effectiveness in protecting the surrounding communities from potential flooding events.
