SCS-Upper Black Bear Creek Site-01, also known as Upper Black Bear Creek Site-1, is a state-regulated dam located in Noble, Oklahoma.

Built in 1955 by the USDA NRCS, this earth dam stands at 40 feet high with a primary purpose of flood risk reduction along the TR Black Bear Creek. With a maximum storage capacity of 180 acre-feet and a normal storage of 96 acre-feet, this dam covers a surface area of 25 acres and has a controlled spillway width of 1 foot.
Although last inspected in 1999 with a low hazard potential rating, the dam has a very high risk assessment due to its age and condition being ungraded. Despite being non-USACE owned, SCS-Upper Black Bear Creek Site-01 has a valve outlet gate and is subject to state inspection, permitting, and enforcement by the OWRB.
