Garden Valley 10, also known as Rose Valley, is a local government-owned dam located in Buffalo City, Wisconsin. Built in 1966 by the USDA NRCS, this earth dam stands at a height of 42 feet and serves primarily for debris control and flood risk reduction along the Rose Valley stream. With a storage capacity of 335 acre-feet and a drainage area of 5.1 square miles, Garden Valley 10 plays a crucial role in managing water flow and mitigating potential hazards in the region.

Although categorized as having a low hazard potential, Garden Valley 10's condition assessment was found to be unsatisfactory in 2015. The dam's inspection frequency is set at 10 years, with the last assessment conducted in 2014. Despite its moderate risk level, the dam's uncontrolled spillway and outdated emergency action plan raise concerns for the surrounding community's safety in the event of a major flood or emergency situation. As a key structure within the St. Paul District, Garden Valley 10's maintenance and risk management measures are critical to ensuring its continued effectiveness and resilience in the face of changing climate conditions and water resource challenges.
