Phil is a privately owned earth dam located in Hulett, Wyoming, along the Mables Draw river. Built in 1968 for fire protection, stock, and small fish pond purposes, Phil stands at 20 feet tall with a hydraulic height of 19 feet and a structural height of 21 feet. With a storage capacity of 97 acre-feet, the dam has a low hazard potential and is currently assessed to be in fair condition.

Despite being uncontrolled, Phil has a spillway width of 200 feet and has undergone inspections every 5 years, with the last assessment conducted in June 2020. The dam is regulated by the State Engineer's Office in Wyoming and is located in Congressional District 00, represented by Liz Cheney.
