Upper East Fk Laterals WS SCS Site 4b Dam, also known as Phelps Lake, is a vital flood risk reduction structure located in Rockwall, Texas. Built in 1955 by the USDA NRCS, this earth dam stands at a height of 40 feet and spans a length of 1594 feet. With a storage capacity of 646 acre-feet and a normal storage of 132 acre-feet, the dam serves multiple purposes including fire protection, stock, small fish pond, flood risk reduction, and recreation.

Situated along the TR-Squabble Creek, the dam is regulated by the Texas Commission on Environmental Quality (TCEQ) and undergoes regular inspections to ensure its integrity.
