* WHAT...Very cold wind chills as low as 25 below expected. * WHERE...Southeastern St. Lawrence, Southern Franklin, Western Clinton, and Western Essex Counties. * WHEN...Until 9 AM EST this morning. * IMPACTS...The dangerously cold wind chills between 15 below zero and 25 below zero could cause frostbite on exposed skin in as little as 30 minutes. Frostbite and hypothermia will occur if unprotected skin is exposed to these temperatures. * ADDITIONAL DETAILS...Wind chills on mountain peaks are expected to be lower than 30 degrees below zero.
