Built in 1963 by the US Army Corps of Engineers, the dam stands at a height of 137 feet and has a storage capacity of 1,559,270 acre-feet. Its primary purpose is flood risk reduction, with additional functions including recreation and water supply. The dam has a controlled spillway with a width of 280 feet and a maximum discharge capacity of 236,600 cubic feet per second.
Despite being classified as having a low risk in a 2014 assessment, Oologah Dam still poses a significant hazard potential, with the risk of water seepage weakening the embankment and potentially leading to breach. A failure of the dam could result in catastrophic flooding downstream, impacting cities such as Claremore, Collinsville, Owasso, and Tulsa, as well as key infrastructure along the Arkansas River. To manage this risk, the US Army Corps of Engineers conducts regular maintenance activities, emergency exercises, and detailed inspections to ensure the integrity of the dam. Additionally, the dam is equipped with a monitoring system to track changing conditions and facilitate timely responses to potential threats.
